The items can be upgraded at any NPC who is an upgrader in the game. These NPCs can be found in the major questing areas or capital cities. Players can also find item upgraders in dungeons that have high-level bosses and by talking to the NPCs in their garrisons of their faction.
The World of Warcraft item upgrade system allows players to increase the level of their weapons, armor, and trinkets. This process is very similar to the process of reforging gear in Mists of Pandaria and Warlords of Draenor however instead of using the currency that is appropriate players must visit an NPC for upgrading items to complete the process.

Rerolling a Rare or Epic item will result in a Normal version, and rolling the Epic version will result in an elite version.

The maximum upgrade level of an item is determined by the item's level and its quality.
